Budget

To often the government and citizens of the United States have been held hostage to a minority of the congress through the filibuster or by the choice of the leadership of one party in order to obtain some of their political objectives. Adding this amendment to the Constitution would insure that the Federal Government continues to operate as it should without interruption for petty political reasons.
