Legislative Holds

To often the legislative process of the United States government and Presidential appointments to important positions have been held hostage by a single member of congress or a small minority of the congress in order to obtain their political objectives. Adding this amendment to the Constitution would insure that the Congress will operate in a more democratic manner. It has become increasingly clear that the Congress is largely controlled by a few powerful members and is incapable of managing itself fairly.
